Sealed Bids for the Wastewater Treatment Facility (WWTF) Boiler Replacement project will be received by the Town of Amherst at the office of the Superintendent of Public Works, Amherst DPW, 586 South Pleasant St., Amherst, MA 01002 until 2:00 PM Wednesday, October 11, 2017 and at that time and place will be publicly opened and read aloud.  Bid submissions must be made in a sealed envelope clearly marked "WTF BOILER REPLACEMENT – CONTRACT IFB # DPW 18-102." The Town assumes no liability for bids mistakenly opened due to improperly labeled envelopes and will return same to bidder without notice.

The project includes, but is not limited to, replacing a boiler, reconnecting fuel lines condensate lines and exhaust lines and installing new controls; and all appurtenances required to complete the work. This project is located at the WWTF on 100 Mullins Way, Hadley, MA 01035.

The Contract Time shall be 160 Calendar Days commencing 20 days following the Effective Date of the Agreement.

An optional pre-bid conference will be held at the WWTF at 10:00 AM on Thursday, September 28, 2017.

In accordance with M.G.L. Chapter 149, Section 44D, General Bids will be valid only when accompanied by (1) a current certificate of eligibility issued by the Division of Capital Asset Management and Maintenance (DCAMM), showing that the General Bidder has the classification of HVAC and a capacity to perform this work and (2) an update statement summarizing the General Bidder's record for the period between the latest DCAMM certification and the date the bid is submitted. The estimated project cost is $150,000.

A deposit of $50.00 in cash, bank or certified check payable to the Town of Amherst will be required for each set of the Contract Documents.  A refund of the deposit will be made for such Documents returned in good condition within 30 days after the Bids are received. Bidders requesting Contract Documents by mail shall include an additional non-refundable check payable to the Town of Amherst in the amount of $25.00 per set.

Wage rates for this Project are subject to the prevailing wage rates as per M.G.L., Chapter 149, Sections 26 to 27H inclusive.

The Town reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
